Human Resources Specialist

POSITION SUMMARY:

This position is a member of a responsive, customer-service driven, employee-focused human resources team with primary responsibility for meeting the needs of our customers by processing the enrollment, monitoring, record-keeping, and communications associated with all employee benefits plans.  This position also supervises human resources staff and student assistants who assist with payroll processing.  The Human Resources Coordinator serves as back-up to the Employment Specialist.

ESSENTIAL DUTIES:

• Enrolls, monitors and terminates employee benefits on an on-going basis, comparing eligibility definitions to letters of appointment, anniversary dates, etc. to ensure timely and accurate enrollment including enrollment and termination in external and internal systems.
• Coordinates the opening and closing of Health Savings Accounts for eligible employees.
• Assists current employees with benefit claim questions by utilizing administrative access for vision, dental and medical benefits.
• Meets with employees to explain benefits plan features, assists with enrollment, and answers questions for employees, retirees and beneficiaries.
• Meets with candidates for open positions to review benefits.
• Serves as the day-to-day contact for agents, insurance carriers and third-party administrators.
• Coordinates all aspects of open enrollment – announcements, education and mandated materials, group and individual information meetings.
• Processes monthly and annual accruals for sick and vacation time.
• Run monthly MHBO process to align with ACA reporting requirements.
• Ensures that all benefits are loaded in applicable files or systems via automate processes yet to be utilized.
• Prepares census, account distribution and billing/payment information for benefits plan.
• Maintain spreadsheet of current employees that are eligible for Life and LTD insurance to be used to pay monthly invoices.
• Performs monthly audit to benefits plans to ensure accuracy of enrollments.
• Completes required paperwork for disability or life insurance claims.
• Reviews and tracks employee tuition benefit and graduate tuition benefit receipts, grades, credits and prepares reimbursement documents for approval and payment.
• Reviews and processes moving expense reimbursements.
• Assists with the maintenance of the human resources website.
• Conducts verification of employment requests via phone, fax and email.
• Prepare and distribute PIP letters for eligible employees.
• Conduct exit interviews and collect college owned items from departing employees.Complete public service loan forgiveness forms for current and former employees.
• Complete background checks for employment candidates, volunteers and student athletes.
• Complete motor vehicle report checks for current employees and add to college’s approved driver list.
• Serves as backup to the employment specialist.
• Schedule and lead quarterly new hire orientation sessions.
• Send campus wide emails announcing new job postings and birth announcements.
• Send notifications to members of management when employees give their employment resignation notice.
• Process address updates for employees in Colleague, TIAA, UMR and Davis Vision.
• Create and implement employee wellness programs.
• Plan and host bi-monthly lunch and learn sessions for employees.
• Create and distribute monthly informative human resources newsletter to employees.
• Enter new employee sick and vacation time into Colleague.
• Order sympathy and new baby congratulation floral arrangements to current employees.
• Contact employees that had a job change and discuss eligible benefits.

REQUIRED QUALIFICATIONS:

• Bachelor’s degree (Human Resources preferred).
• Minimum three (3) years related human recourses/benefits experience.
• Proficient in the use of standard office software, specifically Microsoft Office.
• Ability to communicate complex employee benefits issues.
• Excellent customer service skills.
• Ability to work independently and confidentially.
• Ability to make decisions within specific parameters.
• General knowledge of employee and benefits laws along with payroll practices.

PREFERRED QUALIFICATIONS:

• Completion of professional development programs/certifications.
• Experience working in a college or university benefits role.
• Experience working with underrepresented, first-generation, Pell-eligible, and diverse populations.

PHYSICAL REQUIREMENTS:

General office duties conducted within a professional office setting.  Extensive computer use required. Must have a valid, or be eligible to obtain a driver’s license, clearing initial and periodic driving record checks and become an approved driver at the College.
